"THE issue of the present edition of "Hart's Army List" embodying, as the work does, the changes consequent upon the conclusion of a great war, appears a favourable occasion for the insertion of something in the nature of prefatory matter. The first " Annual" volume of " Hart" was published in 1840, and contained 500 pages in the " Annual" volume for 1903 there are, allowing for supplementary sheets, about 1,400 pages. This increase shows the growth of the military forces of the Crown, just as successive editions record the passing changes in their personnel. When the first volume appeared, her late Majesty Queen Victoria had been barely three years upon the Throne, and the birth of King Edward had yet to be announced. Only a quarter of a century had passed since Waterloo, and the great Duke of Wellington was a hale veteran of seventy, having amongst his brother Field Marshals the father of the present Duke of Cambridge, whose son, Prince George, the present Duke, was then a colonel under a commission dated 3rd Nov. 1837. There was yet to be a Crimean campaign and an Indian Mutiny, foreign possibilities had yet to lead to the evolution of the volunteer force as we now know it, a great Continental campaign was many years later to inspire a Cardwell to propose a scheme of military re-organisation on Prussian lines, and the abolition of purchase was as yet undreamed of."
